Himachal Pradesh Chief Minister Jairam Thakur presented his second budget in the Assembly on February 09, 2019. He started the budget from the Janamanch and mentioned the plans of the central government.
Himachal Pradesh government has taken special care of the farmers, Panchayat representatives and employees in the budget. If the Panchayat representatives increased honorarium, then they would announce dearness allowance from July to the employees. The government has not made any new taxes in the budget of the election year. In such a situation, the government will have to take a loan of Rs 5068 crore to complete the deficit.
The annual plan outlay for the year 2019-20 is Rs. 7100 crores, which is about 12.7 percent more than the plan size (Rs. 6300 crores) of 2018-19.
Several major announcements and new plans for different sections in the budget:
In the budget, 10 percent reservation will be provided to the youth belonging to the economically backward category and jobs in the educational institutions. For the year 2019-20, the annual plan size will be 7,100 crores.
Projects of 10,330 crores have been recommended in collaboration with the Central Government in a year. NABARD will be expanding the current limit of 90 crore for financial nutrition to 105 crore rupees per assembly constituency.
Under the legislative sector development funds scheme, the present provision will be increased from 1.25 crore rupees to Rs 1.50 crore per assembly constituency. The discretionary grant amount of honorable MLAs will be increased to 8 lakh rupees.
From MLA Constituency Development Fund, Honorable MLAs will be able to provide registered youth societies per youth division for sporting goods and sports equipment up to Rs 25,000. This amount will also be increased to Rs 25,000 for women's boards.
During the Emergency, an amount of 11,000 rupees per year will be given to the people who are victimized by the arrests made under the MISA.
Social Security Pension will now be provided 850 and 1500 rupees. A budget of 642 crores is proposed for this area.
A similar compensation amount will be given to the families of children and adults killed in the accident.
Under the new pension scheme, now the contribution of Government to the employees increased from 10 to 14 per cent. This will benefit 80 thousand employees.
Under the Chief Minister Swavalamban scheme, the amount has been increased from 40 lakh to 60 lakh and the age limit for youth has been increased from 35 to 45 years.
A budget of 1609 crores is proposed for the home department. The budget has been announced to fill 30 thousand posts. 8 thousand teachers, 3 thousand doctors, 3,000 of clerk and Joa, 3 thousand of paramedical staff, 400 of Patwari, 1400 in police department and 100 in JE will be filled.
Agricultural related announcements:
The state government has introduced several new schemes and programs for the farmers. Rs 150 crore Chief Minister Nutan Poly House Scheme, Irrigation and Flood Management Schemes, Chief Minister Khumbu Vikas Yojana, subsidy of Rs 5,000 for autogenously breed cows, Rs 2 per liter increase on milk procurement, there are proposals from which in rural areas Employment and employment opportunities will increase. Now 50 percent of grants will be provided for prickly wire.
The electricity rate for irrigation will also be reduced from existing 75 paise per unit to 50 paise per unit. 5000 new poly houses will be installed. Flower producers will now be given 30 percent discount in HRTC freight. 85% subsidy will be given for purchase of taxes.
Announcement related to Panchayat:
Announcing the nomination of NAP members 2500 in the city local bodies, 4000 for the vice president and Rs. 5500 per month respectively. Shimla and Dharmshala municipal councilors were declared the honorarium of 5500, the Deputy Chief Minister was given 8500 and the Mayor was given 12 thousand.
Panchayat committee member will be given 4000, vice president gets Rs 5000, president gets Rs 7000, zip member gets Rs 5000, vice president gets Rs 8000, and president will receive 12000 mains. Panchayat Chowkiders will get monthly honorarium of Rs 4500.
Announcing to give one laptop to journalists:
The Himachal government has announced the budget of one laptop each to state and district level recognized journalists in the budget. On the death of the serving journalists, the government will now give four lakh rupees. Earlier this amount was two lakhs. At the death of retired journalists, the government will now give Rs 1 lakh instead of 50 thousand.
Important announcements in the field of education:
The budget has announced the opening of 15 new Model Vidya Kendras in the field of education. The vacancies of vacant teachers will be filled. The water carrier will now get the honorarium 2400. Part Time Water Career and other 1000 vacancies will be filled.
PTA and Para teachers will now get equal pay for regular teachers. Announcement of 20% increase in honorarium of SMC teachers a budget for spending 7598 crores on education is proposed.
Remedial classes will be organized in schools to improve education. Announcement of Atal Nirmal Jal Yojana so that the water filters can provide clean drinking water to the children in schools.
